We are a trustworthy organization committed to providing leadership, education, and financial resources to our 14 county region.

We are a voluntary association of counties, cities, school districts and special districts within the fourteen-county East Texas region. We assist local governments in planning for common needs, cooperating for mutual benefit and coordinating for sound regional development. We also build the 9-1-1 emergency call delivery system, provide peace officer training and homeland security planning services; and deliver rural transportation services, business finance programs, grant writing services and environmental grant funding for the region.

David Cleveland

Executive Director

"You have heard it said that an awful lot can be accomplished when one does not care who gets the credit. The East Texas Council of Governments (ETCOG) was created to help our member jurisdictions solve common problems and achieve their individual and collective goals based on the timeless premise that we are stronger together than we are as individual entities. ETCOG remains as a behind the scenes service and support agency designed by you to serve, with all the credit for any successes belonging to our members."
