ETCOG is the state designated organization for municipal solid waste (MSW) planning
in the 14 county region.
Our services
We have been fortunate enough to receive funding from TCEQ for grassroots planning aimed at reducing regional solid waste. ETCOG is responsible for administering pass-through funding for local and regional implementation projects through this role.
Our planning activities are comprehensive and include maintaining the East Texas regional solid waste management plan, as well as a solid waste advisory committee that provides technical assistance and informational programs on solid waste management. In addition, we serve as a central point of contact for solid waste management outreach, education, and training programs. Finally, we review permit and registration applications for municipal solid waste facilities to ensure their conformance with the adopted regional solid waste management plan for that region.

ETCOG maintains a regional solid waste management plan for East Texas.
Municipal Solid Waste Grants
To support regional waste minimization efforts in the region, our solid waste program accepts applications for annual Municipal Solid Waste grant funds.
Closed Landfill Inventory
ETCOG's Closed Landfill Inventory is a compilation of closed municipal solid waste landfill units for East Texas.

SOLID WASTE MANAGEMENT PLAN
The Regional Solid Waste Management Plan was developed to address all areas of solid waste management, stressing source reduction and recycling. The ETCOG regional planning efforts include a cooperative, regional approach that includes all factors associated with these activities. Regional goals outlined in the plan include the following:
- Reduce the amounts of waste generated & requiring disposal through source reduction, reuse & recycling.
- Reduce the amounts of illegal dumping in the ETCOG Region.
- Reduce the amounts of household hazardous waste disposed of in the ETCOG Region.
- Create markets for recovered materials.
- Assure disposal capacity.
- Provide for the cost-effective hauling of wastes.
- Develop specific strategies for recovering organics & biosolids from the waste stream.
