The East Texas Council of Governments (ETCOG) is pleased to announce the appointment of David Scott, Ph.D., as the new Special Projects Director. Scott brings a wealth of leadership experience and a proven track record of successful project and program development, making him an excellent addition to the ETCOG management team.
In this role, Scott will support the Executive Director in developing and implementing special projects and programs that address unmet regional needs and strengthen organizational capabilities. Some of the key focus areas will include Workforce and Economic Development, Senior Programs, Transportation, and Public Safety.
Scott will also serve as an extension of the ETCOG Executive Director to various partner organizations, boards, commissions, and committees, ensuring strong relationships with partner agencies. His role will include collaborating with entities such as the National Association of Development Organizations (NADO), National Association of Regional Councils (NARC), Economic Development Administration (EDA), and Texas Department of Transportation (TxDOT).

Scott holds a Ph.D. in Public Affairs/Criminal Justice from the University of Texas at Dallas, multiple Master’s Degrees from the University of Texas at Tyler, where he serves as the Graduate Studies Coordinator and professor, and a Bachelor’s Degree from Stephen F. Austin State University. He will be instrumental in supporting the efforts of the East Texas Rural Transportation Planning Organization (RTPO) and other regional partner entities.
In addition to his academic roles, Dr. Scott has served as a Public Policy Coordinator for the Texas Council on Family Violence, where he focused on Domestic Violence High-Risk Teams and legislative policy. His service contributions include providing testimony to the Texas Legislature and participating in various university committees and community initiatives. With additional experience in law enforcement, Scott has cultivated strong relationships with ETCOG partner agencies, and his commitment to excellence will be critical in his new role.
