ETCOG Executive Director Celebrates 15th Anniversary
As ETCOG enters its 52nd year, our Executive Director, David Cleveland, celebrates his milestone 15th anniversary with the agency this month. On May 14, 2007, David became ETCOG's third Executive Director, serving after Glynn Knight's leadership for 27 years and Don Edmonds for the first ten years of the agency's establishment in 1970.
During his tenure, David has worked diligently with the elected officials of our 14-county region to improve the span, scope, and quality of services offered to and on behalf of the member governments. With his arrival, ETCOG had a budget of $37.5M and 59 staff members. Today, we are operating under an $84.4M budget and a team of over 130 staff. Notable expansions of services during his tenure include:
- Bringing rural transit services in house and branding them "GoBus"
- The formation of the East Texas Rural Transportation Planning Organization and 35-county Tri-Regional Transportation Coalition
- Partnership with the I-20 Corridor Council to support its objectives of promoting higher-speed passenger rail service
- Development of ETCOG GIS and IT services to make technology and advanced decision-making tools available to member governments that may not otherwise afford them
- Seeking broadband funding solutions for the region and facilitating the Rural Broadband Strategic Planning Initiative
- Planning to complete the formation of the Piney Woods 9-1-1 District
- Developing a strategic benefits advising partnership to offer all ETCOG members a resource they could enlist to help keep employee health insurance costs low while simultaneously offering a competitive benefits package
- Creation of our new Regional Purchasing Cooperative, COGWORKS
