ETCOG Offering Free Environmental Enforcement Class to Local Agencies

The East Texas Council of Governments is offering an illegal dumping enforcement class to local agencies to learn about updated legislature and laws and strategies when implementing a strong enforcement program.
Through grant funding provided by the Texas Commission on Environmental Quality, ETCOG is partnering with Dr. John Ockels, Director of the Texas Illegal Dumping Resource Center (TIDRC), to provide this class free to local agencies and enforcement officers. At the completion of the course, participants will receive a copy of the Illegal Dumping Enforcement Officer’s Guide Texas 2022 Edition written by Dr. John Ockels.
The emphasis will be on scrap tires, but the laws covered can apply to all waste categories:
- Analysis of scrap tire management problems facing cities and counties
- Municipal code enforcement and new local scrap tire ordinances
- Public health nuisances on all public and private property
- Public nuisances in unincorporated areas of the county
- Illegal dumping on public and private property
- Ethics of local enforcement
The class will take place on Wednesday, December 8, 2021, at the Gilmer Civic Center (1218 N. Hwy 271) from 9:00 a.m - 4:00 p.m.
City and county code, police officers, deputies, constables, firefighters, prosecutors, elected officials, and other local government staff who have a vested interest in illegal dumping issues within the ETCOG 14-county region are eligible.
Continuing Education Credits
- One hour credit for legal/legislative update for code officers
- Six hours code enforcement/RS continuing education credits
Six (6) hours TCOLE credit may be given at the discretion of the participant's agency (Lesson Plan and Instructor Biography will be provided to Agency Training Officer). Peace officers seeking to earn TCOLE credits for completion of Class 3880 should verify with their Training Officer that this class meets Agency requirements prior to registration. In some cases, TCOLE credit will be filed by the local agency hosting the class.
Coffee, donuts, and pigs in a blanket will be served in the morning thanks to Upshur County, and Gene Keenon, Manager of Municipal Sales with Republic Services, will provide a BBQ lunch.
